East Penn Soil Consulting specializes in soil evaluations and testing, inspections, planning and design for onlot septic systems. As a Certified Professional Soil Scientist, Pennsylvania Sewage Enforcement Officer (SEO), and PSMA/NOF Onsite Wastewater Treatment System Inspector, I have over 20 years of experience in the onlot industry in Pennsylvania.
The requirements surrounding onlot septic systems can be confusing. I welcome the opportunity to have my clients present to observe site evaluations and soils testing. This gives me an opportunity to show them the soil profile and discuss with them how soil characteristics play a role in renovating effluent and in determining the type of system that will ultimately serve their project.
Clients that better understand how the soils and their systems function have a clearer picture of what’s really happening in the ground after their system is constructed. As a result, they are better equipped to maintain and extend the life of their systems, to protect both their family’s health and the environment.

Russell Losco, principal of Lanchester Soil Consultants, Inc. is a seasoned soil scientist and geologist with over 25 years of experience in soil mapping, site investigation, geomorphology, soil testing, on-site wastewater disposal and recycling testing and design, environmental investigation and soil and geologic research. He is active in research and publishes regularly and is the lead author of the PAPSS Manual for Soil Investigation in Pennsylvania and co-author of the recently released book Soils and Human Health. He has handled high definition soil mapping and geomorphological analysis projects ranging in size from less than one acre to several thousand acres. He has accurately and consistently mapped upland, urban and alluvial soils, correcting and updating published maps. Through original research he has discovered unique geologic features in the Delmarva Peninsula and previously unknown processes in soil development. He has handled projects ranging from single residential lot septic systems to 7 million gallon per day wastewater recycling projects. He has spearheaded the use of new and innovative technologies for efficient and environmentally sound solutions to wastewater disposal and recycling. In collaboration with the United States Environmental Protection Agency, he has developed and implemented a protocol for characterizing and mapping urban soils for use in green infrastructure and urban renewal. He is a member of the Board of Directors of the Pennsylvania Stormwater Technical Working Group and has spearheaded the development of soil testing protocols for stormwater management and is co-author of the proposed Pennsylvania Stormwater Best Management Practices Manual (in prep.).
